Regional sustainable plan and development for the 4,200 sq. km mountainous county, the epicenter of Taiwan’s recent devastating earthquake.  This plan proposes an ambitious expansion of the ecotourism industry, using sustainable principles as a way to stimulate the economy of this least industrialized region of the island. The plan emphasizes the smart use of natural resources at all scales.   It also associates with the spiritual context of the region.
